An oval wood frame painted to look like a brightly grained wood around a hand-painted light blue background with the letters "Jr. O.U.A.M." above a large central red shield crest incorporating a calipers over a right-angle ruler with a burley arm holding a hammer in the center. The words "Liberty/ Virtue/ Patriotism" surround the crest. This incorporates the symbols representative of the fraternal, educational and charitable organization known as the "Free Masons".
