Wooden frame with painted gold accents, with an anthemion and pineapple finial on the broken and scrolled pediment with carved fleur-de-lys and foliate decoration; drawn charcoal image of James M. MacGregor in a medallion in the top center of the frame; three panels of testimonial in pen and ink in the center of the frame; center panel with a columned archway with the Seal of the City of New York at the top flanked by cherubim, architectural tools in the pediment, cherubim with a map , globe and surveyors telescope in a garland at the bottom; lower panel with images of builders and carvers at the top and the Tiffany building, a building on fire, and a building under construction at the botttom; bottom of the frame with two carved, winged griffen and a small pen and ink medallion of the Seal of the City of New York with the inscription, "JAMES M. John M. MacGregor, Superintendent of Buildings of the City of New York, retired in 1873. He was presented this testimonial at the time of his retirement.
