Description: 
Wooden frame with painted gold accents, with an anthemion and pineapple finial on the broken and scrolled pediment with carved fleur-de-lys and foliate decoration; drawn charcoal image of James M. MacGregor in a medallion in the top center of the frame; three panels of testimonial in pen and ink in the center of the frame; center panel with a columned archway with the Seal of the City of New York at the top flanked by cherubim, architectural tools in the pediment, cherubim with a map , globe and surveyors telescope in a garland at the bottom; lower panel with images of builders and carvers at the top and the Tiffany building, a building on fire, and a building under construction at the botttom; bottom of the frame with two carved, winged griffen and a small pen and ink medallion of the Seal of the City of New York with the inscription, "JAMES M. MACGREGOR/ SUPERINTENDENT/ DEPARTMENT OF BUILDINGS" at the base.
