The subject was born in New York City, the son of Henry and Elizabeth (Harris) Cruger. His grandfather, John Cruger (1677-1744), was the first of the family to come to America, and served as mayor of New York (1739-1744). In 1757 Henry was sent by his father to the countinghouse in Bristol, England, then a rival of London in the American trade. After serving as mayor of Bristol and as a member of Parliament, he returned to New York around 1790. He was elected to the state senate in 1792.
