Description:
Brass universal ring dial consisting of a graduated circle with a pivoting sighting bar at its center; with suspension ring mounted on top, and a rectangular metal bar with an arrow incised on one side adjoining the base.

Universal ring dials were used by mariners to locate their position at sea.
