Reverse shows transplanted grapevines of the State Seal supported by three vertical columns inscribed, from left to right: "RELIGION, "LAW," and "EDUCATION," with motto below on scroll: "QUI TRANSTULIT SUSTINET"; legend: "THREE CENTURIES OF SELF-GOVERNMENT BASED ON CONSTITUTIONAL LIBERTY." Medal is inset into rectangular black leather fitted case with blue silk velvet lining mounted inside rectangular mount with inlaid wooden frame joined with brass screws.
