This set was presented to Charles Willoughby Dayton (1846-1910) in 1897 by the employees of the New York City Post Office. Dayton, a lawyer, was appointed Postmaster by President Grover Cleveland from 1893 to 1897. His reforms and discipline won Dayton the commendation of the president, who wrote him, "The faithful and efficient service you have rendered the govenment... entitles you to acknowledgement of my personal obligation for the credit thus reflected upon the appointing power."
