Molded red transfer printed plate with scalloped edges; border pattern consists of oak leaves, acorns, and laurel leaves, with a medallion with George VI and Queen Elizabeth at top and a medallion with Franklin Roosevelt at bottom; the central view depicts the Capitol buildings in Washington, D.C.
