This miniature U.S. flag was among the items found in the footlocker of William H. Paine, who served as a surveyor with the Army engineers during the Civil War, 1862-1865. Paine was responsible for devising systems and tools to better facilitate the surveyor's tasks, including patenting a coiled steel tape measure.
