WITHOUT THESE/I DO NOT SEE HOW THE REINS/OF GOVERNMENT ARE TO BE/MANAGED, OR HOW/THE UNION OF THE STATES/CAN BE MUCH LONGER/PRESERVED"; legend below: "WASHINGTON'S LETTER TO HAMILTON."
