The subject, a native of Morton, Illinois, attended Harvard Law School and established his practice in Chicago. In 1933 he was appointed one of the three directors of the Tennessee Valley Authority as a result of his legal experience with large public utility corporations. His book, "TVA: Democracy on the March" (1944), describes that enormous project which included land conservation and reclamation, reforestation, and the production and sale of electrical power.
