Bronze struck medal with obverse showing uniformed bust of James Biddle facing right with legend: "THE CONGRESS OF THE U.S. TO CAPT.JAMES BIDDLE. /FOR HIS GALLANTRY GOOD CONDUCT AND SERVICES." Reverse shows naval battle scene with legend: "CAPTURE OF THE BRITISH SHIP PENGUIN/BY THE U.S. SHIP HORNET" and inscription below exergual line: "OFF TRISTAN D'ACUNHA/MARCH XXIII/MDCCCXV"
