Blue banner with a personification of Liberty with a laurel wreath in her hair and one in her raised hand in front of a billowing American flag printed in the center; inscribed, "REMEMBER./ PEARL HARBO'R/ UNITE FOR/ VICTORY" around the image; white printed outline around the shield-shaped banner; wooden dowel run through the hoist with painted gold finials on each end; yellow cord tied to both ends of the dowel for hanging.
