Sims graduated from the Naval Academy at Annapolis in 1880, served as an advisor to Theodore Roosevelt on naval matters, and instituted a reform and reorganization of the Navy Department during Roosevelt's tenure as president. After the U.S. entered World War I, Sims was sent to London, promoted to admiral, and named commander of U.S. naval operations in European waters, a position he held with great effectiveness. He was president of the naval war college until his retirement in 1922.
